Same-day registration service is now available to foreign nationals working in São Paulo who have an urgent need to travel abroad. The Federal Police in São Paulo will provide same-day registration the day before a foreign national’s international flight, provided he or she can present a confirmed flight ticket. The process takes approximately six hours. Foreign nationals using the expedited service will receive an RNE protocol document, which will allow them to document their lawful status and travel abroad.
As previously reported, new local registration procedures in São Paulo have been causing significant delays for foreign nationals working there. Under these procedures, foreign nationals must now schedule an appointment to register and obtain an RNE number, the identification number issued to foreign nationals in Brazil. A foreign national must have an RNE number in order to be added to a local payroll, open a bank account, obtain a driver's license, and complete other post-entry formalities.
On average, registration appointments are now occurring 50-60 days after the request is made. In addition, while the Federal Police in São Paulo have been issuing RNE protocol documents at these appointments, they have been taking up to an additional 30 days to issue foreign nationals RNE numbers. While foreign nationals cannot be added to a local payroll before they obtain an RNE number, they do not need an RNE number to begin working.
