R. Blake Chisam, Former Senior Counsel to the House Subcommittee on Immigration, Joins Fragomen

Fragomen, Del Rey, Bernsen and Loewy, LLP is pleased to announce that R. Blake Chisam has joined the Firm as a Partner based in Washington, D.C., where he will lead our Professional Practices and Government Relations Group. Mr. Chisam was previously senior counsel to the Immigration Subcommittee of the U.S. House of Representatives’ Judiciary Committee.

"Blake brings a unique depth and breadth of immigration experience from his years in private practice and public service,” said Austin T. Fragomen, the Firm’s chairman. “He is a highly regarded authority on immigration law with an unusually impressive combination of scholarly accomplishments, private practice experience and policy-writing experience as senior counsel to a Congressional committee. Blake is the ideal candidate for this position and I am delighted to welcome him to the Firm.”

In his role as senior counsel to the House Immigration Subcommittee, Mr. Chisam worked on policy and oversight issues related to employment-based immigration, international law, border security, immigration enforcement, refugee issues, naturalization and citizenship. This experience will serve him well at Fragomen, where he will advise on legislative and regulatory issues, as well as policy-making. His prior government experience will also contribute to his role in leading the Firm’s significant efforts in knowledge management and best practices. In addition to his service with the Immigration Subcommittee, Mr. Chisam served as staff director and chief counsel to the House Committee on Ethics from 2009 to 2011, and in 2009 as counsel to the Committee Chair and senior policy advisor to Representative Zoe Lofgren (D-CA). During his tenure with the Ethics Committee, Mr. Chisam directed an unprecedented number of complex Congressional ethics investigations and served as lead counsel in high-profile House disciplinary hearings.

Prior to his government service, Mr. Chisam practiced immigration and nationality law in the private sector, focusing on advising organizations with respect to immigration-related policy, employment issues and other related matters.

Mr. Chisam is a sought-after speaker and lecturer and has published many commentaries on immigration law, including co-authorship of Immigration Practice. His published works have covered a range of business immigration issues, including the H-1B and L-1 nonimmigrant categories and labor certification. In 2000, he was awarded the Meritorious Public Service Award by former Attorney General Janet Reno.
