Justin is the Practice Leader of Fragomen’s Perth office and Director of the Asia Pacific region's Government Relations practice. He is responsible for leading a team that assists clients across a range of sectors, including the oil and gas industry, in transactional and strategic immigration matters.

With widespread immigration policy reforms underway in Australia and the broader region, Justin also works with government decision-makers to increase their understanding of the impact of policies on business and corporate interests.

Justin has nearly 20 years of experience in Australian immigration, including as in-house counsel at the Department of Immigration and Border Protection and three overseas postings in Moscow, Russia; Guangzhou, China; and most recently, Singapore. In Singapore, Justin led the Immigration and Visa Section of the Australian High Commission. He also played a key role in driving the labor mobility and immigration agenda under the Comprehensive Strategic Partnership, including negotiating with the government of Singapore to deliver two new visa products and the review of the Singapore-Australia Free Trade Agreement (SAFTA).

As in-house counsel, Justin advised on a wide range of immigration-related legal matters, including legislative development and interpretation, prosecutions and compliance, and litigation.

Justin’s previous government experience also includes serving as Director of the National Investigations Section for New South Wales and Queensland. In addition, he has led the Global Business Skills Processing Centre and been responsible for Registration and Client Services at the Office of Migration Agents Registration Authority.
