Billel is an Associate at Fragomen’s Toronto office, where he assists corporate clients in the technology, telecommunications and professional services industries with their temporary and permanent Canadian immigration needs.
Prior to joining Fragomen, Billel worked as an immigration lawyer for an accounting and advisory services firm. In this role, he helped corporate clients with their global mobility needs, focusing on LMIA-based work permits and Quebec-destined economic immigration. Before that, he worked as a litigation lawyer for Legal Aid Montreal and provided legal representation in the areas of immigration law, refugee law, family law and civil litigation. Billel started his career with the Federal Government in Ottawa and worked for several institutions such as the Immigration and Refugee Board of Canada and the Office of the Commissioner of Official Languages of Canada.
While in law school, Billel was awarded the Donald Scarth Thorson Prize and the Rémi Michael Beaupré Memorial Prize for the highest standing in Statutory Interpretation. He also volunteered at the Small Claims Division of the Court of Québec and provided legal information and preparation for self-represented litigants.
Billel speaks English and French.
