Canada: Quebec to Reopen Family Sponsorship Applications Under New Intake Caps

Quebec's Ministry of Immigration, Francisation and Integration (MIFI) will reopen family sponsorship applications on July 2, 2026, after the previous intake cap was reached in July 2025. Between July 2, 2026 and July 2, 2028, MIFI will accept up to 15,700 sponsorship applications from Canadian citizens and permanent residents seeking to sponsor eligible family members for permanent residence in Quebec. The new intake limit includes up to 13,300 applications for spouses and common-law partners and up to 2,400 applications for parents and grandparents. Applications to sponsor dependent children, including those age 18 or older, orphaned children and children being adopted, as well as requests to add family members to an existing application, will not be subject to the intake caps. Notably, the exemption has been expanded to include dependent children age 18 or older, who were previously subject to the application cap. 

To manage demand, MIFI has introduced a phased intake schedule that prioritizes applicants who have been waiting the longest to submit their sponsorship application. Eligibility to apply during each intake period will be determined by the date on which Immigration, Refugees and Citizenship Canada issued the sponsor's eligibility letter or acknowledgement of receipt, beginning with documents issued in 2024 and progressing chronologically thereafter. All applications must be submitted by mail. In-person filing will not be accepted.
