Costa Rica: Biometric Appointment Delays Impacting Initial Visa and Residence Applications

Due to high demand, appointments for foreign nationals to submit biometrics at the Ministry of Justice are currently difficult to obtain. The delays affect all foreign nationals applying for initial visas or residence permits in Costa Rica, who must submit biometrics after their visa or residence is approved, and before they can apply for their initial Residence Identity Card (DIMEX). Though foreign nationals are allowed to work upon approval of their visa or residence permit (or during processing, in certain cases), foreign nationals without a valid DIMEX may face restrictions in traveling abroad; initiating certain government services, such as obtaining a driver’s license; and initiating financial processes, such as opening a bank account. In addition to these biometric appointment delays, increased processing delays for residence card issuance have not subsided. Foreign nationals should work with their immigration professional for case-specific advice.
