Greece: Startup Golden Visa Introduced

In November 2025, Greece commenced a five-year residence-by-investment program for investments in the “startup” sector that is valid for one year and can be renewed for two years every renewal, as long as the investment and job creation conditions are maintained. To be eligible, applicants must invest at least EUR 250,000 into shares or equity in a Greek startup (that must be registered on the Elevate Greece platform). Additionally, at least two new jobs must be created within the first year of investment and maintained for five years. Failure to meet this requirement will result in the loss of the right to renew the permit.
Investments can be made through a Greek legal entity (sole ownership required) or a foreign legal entity (up to three shareholders, each holding at least 33% of shares). Permit holders cannot hold more than 33% of the company's shares or voting rights.
