Lithuania: Quota Significantly Decreased; Other Quota Related Changes

The Lithuanian government has implemented a new rule that states that foreign workers cannot exceed 1.4 percent of Lithuania's permanent population. Based on this rule, the government has implemented the foreign worker quota of 24,830 for 2025. Notably, the foreign worker quota applies to work-based residence permits (other than EU-Blue card permit). If the quota is filled, work authorizations may still be issued if the applicant will:

• • Earn at least 1.2 times the average gross monthly salary of the calendar year; or
  • Be employed in a High Added Value Occupations List profession, and their salary meets the most recently published average gross monthly salary for the calendar year.

These changes are meant to minimize the foreign worker volume in Lithuania, while still welcoming highly skilled foreign nationals.
