Mainland China: Pilot Program to Promote International Talent Exchanges Launched

The Ministry of Science and Technology and Ministry of Human Resources and Social Security announced the launch of a Pilot Program which expands the list of foreign experts who are recognized as ‘high-level, elite, cutting-edge, urgently needed’ for purposes of Work Permit eligibility, as well as certain relaxed application requirements. The program is now live in several major cities, including Beijing, Shanghai, Chongqing, Hangzhou, Guangzhou and Shenzhen and will run for two years. The list of ‘recognized’ foreign experts has also been expanded for foreign nationals with internationally recognized achievements, senior managers and technicians, among others. Furthermore, there are ‘urgently-needed’ job positions that cover different sectors as defined by each pilot city’s own criteria, which include new generation information technologies, smart and new energy vehicles, biomedicine and health and smart equipment and robots.
