Portugal: Cancellation of Expression of Interest Scheme from June 4, 2024

Effective June 4, 2024 and following the government’s repeal of the so-called ‘expression of interest’ (manifestação de Interesse) scheme, non-EU foreign nationals can no longer apply for a residence permit in Portugal after entering on a tourist visa, unless they are highly-qualified or provide proof of enrollment in higher education. Further, in order to work, they must apply for an appropriate visa outside the country. This policy change makes it more administratively challenging and costly for foreign nationals to commence working in Portugal in the event that they find employment while residing there. However, applications submitted prior to June 4, 2024, will be processed under the previous rules.
