Spain: Temporary Protection Beneficiaries Formally Allowed to Convert to Various Permits
April 15, 2026
Spanish authorities have formally confirmed that eligible Ukrainian nationals with temporary protection status can convert their immigration status in Spain to either General Immigration Regime permits (that is, Employee Work Permits and Self-Employed Work Permits) or Entrepreneurs Act Permits (that is, the EU Blue Card, the Highly Qualified Professionals permit, or the Digital Nomad Visa).
Previously, the Large Companies Unit had indicated that protection beneficiaries could apply for and receive Entrepreneurs Act Permits in Spain; however, the situation lacked legal certainty and remained open to decision-maker discretion. Meanwhile, for General Immigration Regime permits the situation lacked any guidance, and was wholly dependent on decision-maker discretion.
