The economy drives the immigration policy in Luxembourg, and the government has implemented streamlined immigration measures to attract and respond to the needs of foreign workers.

Business visitors to Luxembourg typically use a local version of the Schengen-C Visa, unless they are visa exempt based on their nationality. The Schengen area limits stays for visitors to 90 days in any 180-day period.

The main work authorization categories are the EU Blue Card – for highly skilled personnel that enter on local contract; the Intracompany Transfer Work Permit – for skilled staff temporarily transferred within a corporate group; and the Local Hire Work Permit – for skilled staff that enters on local contract for a vacancy where no local qualified staff is available. Work permits are issued for a maximum validity of one year (for ICT and Local Hire) to four years (for EU Blue Card) initially, and may be renewed as long as the permit conditions continue to be met.

Luxembourg also offers certain work permit exemptions. EU/European Economic Area nationals do not require work authorization, but may need to register their stay.
