Fred is an Associate at Fragomen’s Irvine office, where he provides immigration services to clients across a range of industries, including electrical/software, engineering, real estate development, manufacturing, entertainment, athletics and the arts.

Fred assesses the eligibility of foreign national employees for nonimmigrant and immigrant visa status and helps clients identify and obtain the appropriate visas, as well as secure permanent residence and citizenship. He also advises employers on screening, hiring and I-9 practices for new hires, and permanent residence sponsorship for retention of their existing workforce.

Fred develops visa strategies to assist students transitioning to the workforce, professionals changing jobs and careers, and investors seeking EB-5 visas. He also develops immigration strategies to unite family members and to overcome grounds of ineligibility or other obstacles to visas, permanent residence or citizenship (e.g., waivers of the two-year foreign residence requirement for J-1 exchange visitors; waivers of the three- and 10-year bars for those who have overstayed; and waivers for certain types of criminal or immigration history).

While in law school, Fred was an editor of the Pepperdine Law Review and a fellow of the Palmer Center for Entrepreneurship and the Law.

Fred has volunteered at the Beverly Hills Bar Association Barristers’ pro bono legal clinic.

Fred speaks English and Russian.
