Lee is a Senior Manager based in our Sheffield office and leads our immigration compliance services across the EMEA region. In this role he works closely with Fragomen’s legal teams to strengthen our clients’ compliance with local laws, regulations and policies. In addition, Lee plays a key role in shaping the ongoing expansion of Fragomen’s compliance advisory services in the region. Since joining Fragomen, Lee has quickly built a reputation as a top advisor on immigration compliance, and Tier 4 compliance in particular. Lee has been involved in several high profile compliance cases assisting universities and colleges in meeting their immigration compliance requirements.

Before joining Fragomen in 2012, Lee held the post of Deputy Director at the UK Border Agency. He has over 10 years’ experience of working for both the UK Home Office and UK Border Agency (UKBA) in strategic operational and policy roles. Between 2010 and 2012, he was the UKBA’s national operational lead for sponsor licensing and regulation of UK-based employers and educational institutions under the Points Based System, and lead for the UKBA on the development of regulations to prevent illegal working. Prior to this role, Lee has held a number of strategic operational and policy roles.

  • Drove the design and implementation of Tiers 2 and 5 of the UK’s Points Based System

  • Held direct responsibility for ensuring that the UKBA’s approved sponsoring businesses and educational establishments complied with their obligations and duties through the Points Based System

  • Led the UKBA’s operational implementation and management of the UK’s policy on placing a cap on economic migrants

  • Chaired the UKBA’s monthly panel that reviewed and assigned the number of Certificates of Sponsorship to all employers

  • Undertook an interchange with Citizenship and Immigration Canada, where he managed the federal contribution agreements for the provision of settlement services in the Toronto and York regions of Ontario
