Leon is Fragomen’s Regional Director for Central America and the Caribbean, and is responsible for monitoring all aspects of the firm’s service delivery in this region. Leon has over 20 years of legal experience as an immigration attorney and has been managing legal teams for over 12 years. He brings over 15 years of legal experience assisting multinational and local companies with their personnel transfer programs into Costa Rica. Leon participated in the opening of Fragomen offices in Costa Rica in 2007. In 2014, he was elected as Best Lawyer of the Year in Costa Rica by Best Lawyers.
Leon has been actively engaged with the firm’s efforts to contribute to the Costa Rican Foreign Investment Board and working with members of the Costa Rican national Congress, to provide legal counsel related to the enactment of new laws and regulations aimed at facilitating the immigration procedures for corporate clients.
Prior to joining Fragomen, Leon was an associate attorney for a recognized and well renowned law firm in Costa Rica. His fields of experience include immigration law, corporate law, international business transactions, contracts, property and real estate law.
Leon is also a Certified Arbitrator (Cámara de Comercio Exterior de Costa Rica Centro de Conciliación y Arbitraje) and Stock Broker (Camara de Concesionario de Puestos de Bolsa [CAMBOLSA]).
Leon speaks English and Spanish.
