Rod is a West Coast Partner who manages the San Francisco and Phoenix offices and particular teams in the Silicon Valley and Los Angeles offices. His primary office is in San Francisco.

Rod is a member of the firm’s national Executive Committee.

Rod is experienced in all aspects of business-immigration and related laws, with an emphasis on PERM Labor Certification, National Interest Waivers, EB-1 for Outstanding Researchers and Extraordinary Ability, corporate reorganizations, pre-hire processes/discrimination, lobbying and legislative analysis, and nonimmigrant statuses.

Prior to joining Fragomen in 2008, he was a shareholder for Littler Mendelson, where he managed the Worldwide U.S. immigration practice. His law firm experience also includes practices at Baker Botts and Brobeck, Phleger & Harrison. Formerly, Rod was Senior Counsel at Texas Instruments in Dallas, Texas, where he managed global immigration.

Rod has taught business immigration law at Arizona State University Law School and comprehensive immigration law at Southern Methodist University Law School for many years.

He is the author of two annually updated loose-leaf treatises: Business Immigration Law: Strategies for Employing Foreign Nationals and Business Immigration Law: Forms and Filings. He also has for many years been an editor of the American Immigration Lawyers Association (AILA) annual conference book. Rod is a frequent speaker and contributor to a variety of organizations, including the Society for Human Resource Management (SHRM), the Council for Global Immigration (CFGI) and trade groups. He also is active in immigration reform proposals to Congress and agencies.
