
Additional filing fees for Residence Permits have been re-introduced by the Italian government. The filing fees for Residence Permit applications in Italy have fluctuated over the past years following several court decisions. The fees range from EUR 40 to EUR 100 and are in addition to the fixed expenses cost of EUR 76, already in effect, to cover the cost of the electronic card, application stamp and mailing fee.
Background
Higher filing fees for Residence Permit applications were introduced in Italy in 2011 (ranging between EUR 80 and EUR 200). In 2015, the European Court of Justice ruled the high fees to be in violation of EU regulations. Furthermore, after a regional court declared the high fees an illegal tax in 2016, they were first abolished and then temporarily reintroduced. In November 2016, the Council of State confirmed the abolishment of the high fees introduced in 2011.
Finally on June 9, the Italian government re-introduced the additional filing fees in the following amounts:

EUR 40 for Residence Permit Card valid from three months to one year;

EUR 50 for Residence Permit Card valid from one to two years;

EUR 100 for Residence Permit Card for long-term residents and Intra-Company Residence Permits.
These fees are in addition to the fixed expenses cost of EUR 76 which already apply, to cover the cost of the electronic card, application stamp and mailing fee.
What This Means for Employers and Foreign Nationals
Fees for Residence Permit Card applications are now higher, as filing fees ranging from EUR 40 to EUR 100 are applied in addition to the fixed cost of EUR 76. This results in higher costs for employers and foreign nationals applying for Residence Permits in Italy.
