Canada: Liberal Minority Government Secures Continuation Following 2025 Federal Election

The 45th Canadian federal election, held on April 28, 2025, resulted in a continuation of the previous parliamentary composition. Liberal Party leader Mark Carney remains Prime Minister, leading a minority government. From an immigration perspective, the election outcome signals continued alignment with the government’s previously-announced policies. During the campaign, the Liberal Party reiterated its intention to cap the number of foreign nationals at 5% of Canada’s total population. This position reflects commitments made in the 2025-2027 Immigration Levels Plan, unveiled in November 2024, which outlined a gradual reduction in annual temporary resident volumes and permanent resident targets through the next three years. Foreign nationals and employers should expect further policies that are in line with this plan.
