Canada: Liberal Minority Government Secures Continuation Following 2025 Federal Election

The 45th Canadian federal election, held on April 28, 2025, resulted in a continuation of the previous parliamentary composition. Liberal Party leader Mark Carney remains Prime Minister, leading a minority government. From an immigration perspective, the election outcome signals continued alignment with the government’s previously-announced policies. During the campaign, the Liberal Party reiterated its intention to cap the number of foreign nationals at 5% of Canada’s total population. This position reflects commitments made in the 2025-2027 Immigration Levels Plan, unveiled in November 2024, which outlined a gradual reduction in annual temporary resident volumes and permanent resident targets through the next three years.
