Finland: A1 Certificate Only Required for Short-Term Work Activities

The Finnish government has issued a clarification to a previous policy, stating now that A1 certificates are not required for short-term business activities abroad, such as short conferences or business meetings (unless the host country usually requests it, as Germany does, for example). Rather, A1 certificates are advised for foreign nationals performing short-term work activities abroad. The Certificate of Coverage (known as A1 certificate in the European Union) is issued by the Finnish Centre for Pensions, and shows that the worker is covered by Finnish social security legislation when they travel to an EU country or a country with which Finland has social security agreements.
