Gabon: New Foreign National Quota Introduced

The Gabonese President signed a decree introducing quotas on the employment of foreign nationals, whereby the limits are set by professional category in relation to the number of Gabonese employees. Under this rule, companies may employ up to 10% foreign nationals in executive roles, up to 15% in supervisory and senior technician roles, and up to 2% in operational staff roles. Previously, there were no specific quotas for hiring foreign nationals based on professional roles (those which require specialized skills). This new rule aims to offer locals more employment opportunities to decrease the current youth unemployment rates and align the issuance of employment permits with Gabonese market needs.
