Japan: New Residence Permit Fee Structure from October 1, 2026

Immigration Services Agency (ISA) has published details of its revised residence permit fee schedule, which is expected to take effect on October 1, 2026. The revisions introduce a new fee structure for applications to change or extend residence status, replacing the current flat-rate system with fees that vary according to the length of the authorized period of stay granted.
Under the revised schedule:
- Fees for Change of Status of Residence and Extension of Period of Stay applications will range from JPY 10,000 for permissions of up to three months to JPY 75,000 for permissions of five years or more when filed physically (previously JPY 6,000 regardless of the authorized period);
- Corresponding online application fees will range from JPY 10,000 to JPY 65,000 (previously JPY 5,500 regardless of the authorized period), with online filing continuing to offer lower fees than in-person applications for authorized periods exceeding three months; and
- In addition, the filing fee for Permanent Residence applications submitted physically will increase to JPY 200,000 (previously JPY 10,000).
Applications for a Change of Status of Residence, Extension of Period of Stay, or Permanent Residence filed before October 1, 2026 will remain subject to the current fee schedule, regardless of whether a decision is issued on or after the new fees take effect.
