Luxembourg: New Residence Permit Required for Some Foreign Nationals

The old-format residence cards of foreign national family members of EU citizens – namely, cards that were printed on paper with an affixed photograph – ceased being valid on August 3, 2023. This applies even if the documentation has an expiry date after August 3, 2023. As part of adhering to EU efforts to improve the security of its identity documentation, from June 1, 2021, Luxembourg commenced issuing residence cards and permits in the form of biometric smartcards. Holders of old-format residence documentation had until August 3, 2023 to transition to the new format, and will have been informed of this fact by letter. Affected individuals may face issues when travelling abroad or dealing with authorities if they do not change their documentation. New documents can be obtained for a fee of EUR 80 by following the procedure explained in the letter or contacting the Luxembourg immigration authority (via [email protected]).
