Luxembourg: Simplification of Residence Permit Application Process Forthcoming

Currently, all foreign nationals applying for any residence permit in Luxembourg must complete a two-step process: first, obtain a Temporary Authorisation to Stay (AST); second, apply for a Visa D (if a visa-required national) or enter the country visa exempt. From October 1, 2026, they will no longer need to apply for an AST. Rather, all residence permit applicants (both visa nationals and visa-exempt nationals) will simply need to apply for a Visa D.  

In a further change, the Visa D will be valid for six months; whereas currently the AST and Visa D are valid only for 90 days.  

By reducing the number of application steps, this change will make the application process easier for employers and foreign nationals. However, visa-exempt nationals will need to remember to apply for a Visa D. Details on cost and processing times for this new process remain to be clarified.
