Mexico: Immigration Reforms Introduce Streamlined Procedures, Digitalization, and Electronic Visas

The Mexican government has announced immigration reforms aimed at administrative simplification, digitalization, and updated visa issuance procedures. The reforms, which apply to both the National Immigration Institute (INM) and the Ministry of Foreign Affairs (SRE), reflect a coordinated inter-agency effort. They seek to modernize the immigration system by eliminating redundant documentation, reducing processing times, and integrating digital tools to streamline workflows.
Under the new framework, foreign nationals will benefit from fewer documentation requirements for several processes. For example, individuals will no longer need to present a residence card when reporting personal data changes. Those applying for humanitarian regularization will be exempt from submitting prior immigration documents or fine payment receipts under certain conditions. Applicants for regional visitor cards will no longer be required to provide proof of fee payment. Additionally, immigration documents may use digitally captured photographs instead of requiring printed ones, among other changes.
Processing timelines for some procedures will also be reduced. For instance, changes to personal information will be resolved within three business days, and immigration documents (such as Resident Cards) must be issued within ten days. Moreover, digital systems will increasingly replace paper-based procedures, including biometric photo capture during appointments.
A new electronic visa option (Visa Electrónica) has also been introduced to simplify air travel to Mexico for eligible visitors, and new, clearer guidelines aim to standardize consular procedures.
The National Immigration Institute and the Ministry of Foreign Affairs have 180 days to implement the reforms. During this period, they are expected to update internal systems, public-facing platforms, and issue further guidance on digital tools, biometric requirements, and visa interview procedures.
