Niger: Decree Codifying Rules on Entry and Stay of Foreign Nationals Adopted

The Council of Ministers has adopted a decree codifying the conditions of entry and residence for foreign nationals in Niger, which was originally published on January 13, 2025. The government has now codified that the entry and stay of a foreign national is conditioned upon their prior possession of travel or residence permits and documents. Additionally, the decree introduces criminal penalties ranging from two to five years imprisonment and fines of CFA five million to 50 million for foreign nationals who stay in Niger after being ordered to leave. The decree stems from a government initiative to better control who is entering the country in order to deter any destabilization efforts.
