Foreign nationals who already hold valid residence in Paraguay or submitted immigration applications prior to October 19, 2022, are unaffected by the change but are subject to the new eligibility criteria upon renewal of their status or change of status to permanent residence.
Background
The new immigration law is meant to modernize the immigration system, which has existed largely unchanged since 1996, by providing a more organized migration system, safeguarding foreign nationals’ rights and stimulating the country’s economic and social development.
Looking ahead
