- Residence validity. Successful applicants are granted permanent residence directly under the program, consistent with Paraguay’s existing investor residence framework. These permanent residence permits are valid for 10 years and renewable every 10 years.
- Work authorization. As with other permanent residence categories in Paraguay, permanent residence under the Investor Pass grants authorization to engage in any lawful work or business activities in the country.
- Dependents. Family members cannot be included under the Paraguay Investor Pass. Instead, dependents must apply separately for temporary residence. After two years, the principal applicant may sponsor eligible family members for permanent residence.
Background
Previously, Paraguay’s investor immigration framework centered on the SUACE investor certification route, which required business investment and local job creation. The new Investor Pass program was introduced by the government through the Ministry of Industry and Commerce (MIC) and the General Immigration Directorate to broaden investment across multiple sectors of the economy.
Impact
The Paraguay Investor Pass broadens qualifying investment options by introducing stock market, real estate and tourism investment categories in addition to the existing SUACE route.
The program is expected to increase Paraguay’s attractiveness to a broader range of foreign investors by expanding access to the country’s existing direct permanent residence framework.
