Saudi Arabia: Updates to the Nitaqat Program

Saudi Arabia has announced the launch of a new phase of the Nitaqat Program for 2026-2028. The existing Saudization formula will remain unchanged; however, “c” values – one of the values relevant to setting the Saudization rate – will be increased for most sectors over the next three years. Saudization requirements within the band thresholds will also be revised. The new phase is effective from April 26, 2026. Employers may see changes to their Nitaqat band classification which may affect workforce planning, hiring strategies and compliance obligations, particularly for entities operating across multiple sectors. Companies may need to review their current Saudization levels and adjust recruitment plans to meet the revised thresholds and maintain favorable Nitaqat status.
