
Effective June 12, 2024, the Netherlands formally introduced more relaxed EU Blue Card legislation. Much of the new legislation mirrors the Immigration and Naturalization Service’s (IND) late 2023 implementation of the revised EU Blue Card Directive through administrative policy changes. This includes relaxed rules regarding contract duration, long-term mobility and residence, and refugee eligibility, among other changes. However, this new legislative implementation of the revised Directive has brought some significant new additions, including that applicants are now eligible for a Blue Card if they have five years of professional experience in a relevant field, even if they do not have any relevant educational qualifications; EU Blue Cards must now have a standard validity of five years (as opposed to the previous four years); and the minimum salary level for EU Blue Cards has decreased. These changes will increase the pool of available highly-skilled talent for employers and continue the broader trend of European immigration systems seeking to expand employment pathways (especially pertinent in the context of the area’s labor shortages).
