United Kingdom: Consultation Open Regarding Right to Work Scheme Extension to Gig Workers

The UK Home Office has launched a six-week consultation (closing December 10, 2025) on a proposal to extend the Right to Work Scheme beyond traditional employment to include individuals engaged under “worker” contracts, self-employed sub-contractors and online matching platforms. The aim is to close gaps that allow illegal working and exploitation in sectors such as logistics, hospitality, construction and the gig economy. If implemented, these changes would require more organizations to conduct right to work checks, with civil and criminal penalties for non-compliance.
