United States: July 2025 Visa Bulletin – Some Advancements for China in EB-1, EB-2, and EB-3, and for Most Other Countries in EB-3

At a glance

  • For China, the EB-1 Final Action Date will advance by one week, the EB-2 Final Action Date will advance by two weeks, and the EB-3 Professional/Skilled Worker Final Action Date will advance by one week in July.
  • All employment-based Final Action Dates for India will remain the same in July, except for EB-3, which will advance by one week for Professionals, Skilled Workers, and Other Workers.
  • Final Action Dates for most remaining countries will advance by seven weeks in the EB-3 Professional and Skilled Worker subcategory, except for the Philippines, which will not advance.

A closer look 

According to the State Department’s July Visa Bulletin, Final Action cutoff dates for issuance of an immigrant visa or approval of an adjustment of status application will be as follows: 

  • EB-1: India will remain at February 15, 2022, and China will advance by one week, to November 15, 2022. All other countries will continue to be current.
  • EB-2: India will remain at January 1, 2013, and China will advance by two weeks, to December 15, 2020. All other countries will remain the same in July.
  • EB-3 Professionals and Skilled Workers: India will advance by one week to April 22, 2013, China will advance by one week, to December 1, 2020, and the Philippines will remain the same in July. All other countries will advance by seven weeks, to April 1, 2023.
  • EB-5: For the EB-5 Unreserved categories, China will remain at January 22, 2014, and India will remain at May 1, 2019. All other countries will remain current. The EB-5 set-aside categories (Rural, High Unemployment, and Infrastructure) will also remain current.

The July Dates for Filing have advanced for EB-3 professionals and skilled workers for all countries except China and India.

In the coming days, USCIS will announce on its own Visa Bulletin web page whether the agency will accept adjustment of status applications based on the Visa Bulletin Final Action Dates chart or the Dates for Filing chart in July.
