Andrew is Senior Counsel to the firm’s Washington, DC, office. He served for nearly two decades as the Washington office’s Managing Partner and also served on Fragomen’s Executive Committee for 10 years before taking on his current role in January 2024.

Andrew advises U.S. and global organizations across industries on U.S. immigration and nationality law, regulation, policy and compliance. He counsels clients on visa/work permit matters and on the immigration consequences of M&A and other corporate reorganizations; I-9/E-Verify, H-1B/LCA and PERM compliance, including audit representation; and overall global immigration program management. He also advises international treaty organizations, their officers and employees, regarding the application and limitations of diplomatic privileges and immunities, related State Department law and policy, and U.S. work authorization and residency planning for their officers and employees.

In January 2014, Andrew was appointed by the U.S. Secretary of Commerce to serve as the immigration law and policy expert on the Board of Directors of Brand USA, the public-private partnership established by Congress in 2010 to promote international travel and tourism to the United States. Secretary Penny Pritzker reappointed Andrew to the Board for another three-year term in January 2017. During his tenure, he served as the Board’s Secretary and chair of its governance committee.

Andrew has served as pro bono counsel to the Military Assistance Project, which assists members of the U.S. armed forces seeking immigration benefits, as well as to Immigration Equality, which provides legal counsel to same-sex, bi-national couples before the U.S. Department of Homeland Security in connection with U.S. residency applications. He was recognized by Immigration Equality with a 2016 Safe Haven Award “for excellence in pro bono representation.”
