Caroline is a Senior Manager at Fragomen’s Toronto office and global mobility and immigration expert with more than 13 years of experience delivering strategic solutions for multinational organizations. She supports complex immigration programs and driving business development across the Middle East and Africa

Originally from Zimbabwe and having spent 20 years in South Africa, Caroline brings deep regional insight and a client-focused approach to her work. She previously held leadership roles at the firm, such as Director for Sub-Saharan Africa, where she successfully expanded Fragomen’s footprint in the region, built high-performing teams and led initiatives that streamlined immigration processes for Fortune 500 companies.

She has spearheaded projects that improved client service delivery, contributed to policy advocacy efforts and supported global mobility programs for some of the world’s leading organizations. Passionate about inclusive workforce strategies, Caroline combines legal experience with a business development mindset to help companies navigate cross-border challenges.
