Cathy is a Senior Associate at Fragomen’s Perth office with more than 20 years of immigration law experience spanning both private legal practice and the Australian government. She provides strategic immigration advice and support to both corporate and individual clients across a broad range of industries, including resources, information technology, finance, recruitment and health and aged care.
During her time with the Department of Home Affairs, Cathy held several senior leadership positions, managing teams responsible for complex migration policy, stakeholder engagement and operational delivery, including serving as Deputy State Director of the Department of Immigration’s Perth office. Cathy also represented the Australian government internationally as the Principal Migration Officer in the Australian Embassy Belgrade and as Assistant Secretary International Cooperation Group where she participated in a range of multilateral and bilateral meetings, including sessions of the Committee on the Elimination of Racial Discrimination and working groups for the Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime.
Cathy has focused her private immigration practice on employer sponsored work visas, including under labor agreements (DAMA and ACILA), as well as regional visas, skilled independent visas, family visas and citizenship applications.

Experience
Assisted a large national aged care provider to enter an Aged Care Industry Labor Agreement (ACILA) and managed the transfer of more than 40 sponsored employees following a corporate acquisition. Coordinated ongoing visa matters under the ACILA, including applications involving complex migration histories, health and character issues, helping to ensure continuity of workforce sponsorship and compliance.
