John is an Associate at Fragomen’s Chicago office, where he partners with small companies to large Fortune 500 corporations on a diverse array of immigration matters, including nonimmigrant visas, immigrant visas, immigration compliance and foreign national employee retention. He advises and files nonimmigrant visa petitions including H-1Bs, H-1B CAP, L-1A, L-1B, TN, E-3, E-2, J-1, O-1A, F-1, B-1/2 and all respective dependent applications; immigrant visa processes including PERM labor certification (9141, running recruitment, filing 9089, audits, I-140/AOS) and maintaining batch PERM programs for corporate clients; as well as consults and files petitions for EB-1A, EB-1B, EB-1C, O-1A, National Interest Waivers (NIWs), corporate LZ filings (initials, amendments), 212(e) waivers, FOIA requests and AAO appeals. He also advises on and files I-130 applications, both with USCIS and applications for consular processing abroad.

John has provided pro bono support at the South Texas Family Residential Center in Dilley, Texas to women and children preparing for credible fear interviews (CFIs) for asylum proceedings and has experience preparing and filing U visa applications in partnership with the National Immigrant Justice Center (NIJC). He has also provided I-821 Temporary Protected Status (TPS) and I-765 Employment Authorization Document (EAD) pro bono support services for migrants relocated to Chicago through The Resurrection Project (TRJ).

Before law school, John was a United States Peace Corps volunteer in Chongqing, China for over two years teaching English, translation and interpreting classes to university students.

During law school, John started working with Fragomen as a Law Clerk and later a Legal Writer where he focused on complex drafting petitions including EB-1A, EB-1B, O-1A, NIWs and responses to Requests for Evidence (RFEs) or Notices of Intent to Deny (NOIDs) for nonimmigrant and immigrant visa applications.

John speaks English and is proficient in Mandarin Chinese.
