Toni is an Associate at Fragomen’s Sheffield’s office, where she provides U.S. immigration support to multinational corporate clients across a variety of industries. She assists with U.S. consular services across the EMEA region including preparing nonimmigrant visa applications, immigrant visa petitions, and waivers of inadmissibility for applicants who have prior criminal convictions or U.S. immigration violations.
Prior to joining Fragomen, Toni ran an immigration law firm for 7 years in Gresham, Oregon. She represented clients before the U.S. Citizenship and Immigration Service (USCIS) and U.S. Department of State. Her practice focused on family petitions, consular processing, waivers of inadmissibility, citizenship and naturalization, and affirmative asylum filings.
Toni also has three years’ experience working in tort litigation, involving construction defect and personal injury with a boutique law firm in Portland, Oregon.
Toni’s pro bono experience includes partnering with the precinct of a County Sheriff’s Office for a monthly pro bono immigration legal clinic, screening clients for their eligibility to apply for U.S. citizenship, advising refugees and asylum seekers on filing for permanent residency at a Refugee Adjustment Day, and assisting transgender individuals with obtaining their legal name or gender marker change.

Successfully represented a Mexican-born client in obtaining U.S. citizenship, after denial by the USCIS and multiple appeals when the case was with a different firm.
Overturned a government decision to deny asylum to a family from Iraq, after the father became a target for local insurgents due to having worked for a U.S. agency.
Prepared a successful waiver of inadmissibility for a Vietnamese national in the U.S., despite several complexities in the applicant’s background.
