Xiao is an Associate at Fragomen’s San Francisco office, where he advises corporate clients on a broad range of employment-based immigration matters, such as H-1B, L-1, TN, E-3, O-1, EB-1, EB-2 NIW, PERM labor certification, I-140 Immigrant Petition and Adjustment of Status applications. Prior to joining Fragomen, he practiced corporate immigration law at both large and boutique law firms in Chicago and New York, where he gained experience advising clients across a variety of sectors, including manufacturing, management consulting, IT consulting, cosmetics and financial services.
As an immigrant himself, Xiao brings a personal perspective to his practice, which drives his commitment to supporting clients through what can often be a challenging and complex process. His experience working with diverse clients has taught him the importance of flexibility and a client-centered approach, tailoring his legal solutions to meet the unique needs of each individual or business.
Beyond his client work, Xiao has led pro bono initiatives and volunteers with organizations such as The Resurrection Project and the National Immigrant Justice Center, offering legal support to underserved communities and DACA applicants.
Xiao speaks English and Mandarin Chinese and is currently expanding his language proficiency to French.
