Xiaolei (Hart) is an Associate at Fragomen’s Houston office, where he advises corporate clients across the energy, semiconductor, technology and engineering industries on immigrant and nonimmigrant visa matters. His practice encompasses all aspects of business immigration with a specific focus on O-1, EB-1A, NIW and EB-5.

Prior to joining Fragomen, Hart was an Associate at a Dallas-based boutique immigration firm, where he handled a wide variety of immigration matters. His clients included multinational companies, startups, independent school districts, professional athletes and coaches, artists and musicians, scholars and researchers, religious workers and high net worth foreign investors. Hart has experience with not only business immigration, but also family immigration (including I-130, I-751 and international adoption) and removal defenses (including asylum, withholding of removal and Convention Against Torture protection).

Hart has provided pro bono immigration services through Catholic Charities Dallas.

Hart speaks English, Mandarin Chinese and Mongolian.
