Finland: New Employment Commencement Notification Obligation for Employers

Employers must now notify authorities of hiring any non-European Union/European Economic Area/Swiss national who already has a Finnish residence permit and right to work; previously, this was not required (though it was recommended). This rule does not apply to first-time work permit applicants where the employer has or will provide Terms of Employment to Finnish authorities as part of the application. Employers have seven days to provide the notification digitally – via the Enter Finland online system – or 10 days if submitting a paper application from the start date of the foreign national’s employment in Finland. Additionally, the notification must now be sent to the Finnish Immigration Service as opposed to the Employment and Economic Development Offices, which used to receive such notifications.
