Fragomen Collaboration Selected as 2026 European Labour Authority Good Practice

Fragomen, together with SICPA and Deutsche Rentenversicherung Bund (DRV Bund), has been selected by the European Labour Authority (ELA) as a 2026 Good Practice for work within the EU-funded WE BUILD project exploring how digital identity solutions could transform PD A1 processes across Europe.
The initiative examines how European Digital Identity (EUDI) Wallets for individuals and EU Business Wallets for organisations could support a more efficient, secure and interoperable approach to the PD A1 process, including application submission, processing, issuance and cross-border verification.
The use case explores how verified identity, employment and representation data could be reused throughout the process, helping reduce repetitive data entry and administrative burden while supporting improved data quality, compliance and cross-border verification.
The project also complements the European Commission’s European Social Security Pass (ESSPASS) initiative and explores how similar digital infrastructure could potentially support related processes, including Posted Worker Notification procedures.
While the broader use case involves multiple partners, SICPA and DRV Bund worked with Fragomen on the submission to ELA.
“This recognition by ELA highlights the potential of effective and sustainable digital solutions to facilitate labour mobility across Europe. It also creates an important opportunity for the consortium to engage with national and European authorities, helping support alignment and scalability,” said Jo Antoons, Senior Counsel at Fragomen.
The selection highlights the potential for digital identity infrastructure and interoperable solutions to help simplify cross-border social security compliance and support more efficient labour mobility across Europe.
