Leading Britain's Conversation: Is Settlement Reform Rewarding Contribution or Rewriting the Rules of Fairness and Trust?

UK Government Affairs Strategy Director Shuyeb Muquit writes in an op-ed for Leading Britain's Conversation about how the Government’s Earned Settlement consultation could redefine who qualifies to settle in the UK. The proposals would double the standard qualifying period and link eligibility to contribution, income, tax history and community participation. While some employers may welcome this shift, he notes that the reforms raise concerns for lower earners, dependants and young adults who could face longer or more uncertain routes.

With the consultation open until 12 February 2026, Shuyeb urges employers to engage now. Their input will shape how the system balances contribution with the stability and clarity needed for long-term workforce planning.
