Lower Minimum Salary for Some EU Blue Card Holders

Further to last week’s update to the minimum salary for EU Blue Card holders, for the first time since the introduction of the EU Blue Card in Luxembourg, the Luxembourg immigration authorities have released a list of shortage occupations - mostly in the information, communications and technology sectors - to which a lower minimum annual salary of €57,566.80 applies.
This figure is 1.2 times the gross annual average salary, instead of 1.5 times, which applies to other EU Blue Card professionals. The lower threshold applies to eligible new or renewal EU Blue Card applications.
The following occupations have a shortage in the Luxembourg labor market (as defined by International Standard Classification of Occupancies codes):
- System analysts;
- Software developers;
- Web and multimedia developers;
- Application programmers;
- Other unclassified software and applications developers and analysts;
- Mathematicians;
- Actuaries; and
- Statisticians.
Note that database and network professionals are also eligible for the lower salary threshold.
What This Means for Employers
Employers planning to file new or renewal EU Blue Card applications on behalf of employees eligible for the lower salary threshold should be sure to include the correct job title in the Luxembourg employment contract. Employers are also advised to include a job description in such applications for completeness.
