Quota System for Non-EEA Nationals to be Introduced

Based on a proposal by the Minister of National Economy, a quota system is expected to be introduced for foreign workers in Hungary on July 1, 2015. The planned legislation stipulates that the number of foreign nationals with work and residence permits in Hungary may not exceed the monthly average of reported workforce demands in the preceding year.
A workforce demand applies to work authorization applications for non-EEA nationals, unless the employer’s foreign to local worker ratio is below 5% and the company is majority foreign-owned. Employers must submit a workforce demand to the local labor office, allowing 15 days for a labor market screening in an effort to find a local or EU candidate for the position.
The statement containing the maximum number of foreign workers will be published in the Official Gazette by February 1 of each year, except for 2015 when it will be published on July 1.
