
A workforce demand applies to work authorization applications for non-EEA nationals, unless the employer’s foreign to local worker ratio is below 5% and the company is majority foreign-owned. Employers must submit a workforce demand to the local labor office, allowing 15 days for a labor market screening in an effort to find a local or EU candidate for the position.
The statement containing the maximum number of foreign workers will be published in the Official Gazette by February 1 of each year, except for 2015 when it will be published on July 1.

Employers hiring foreign workers should check the Official Gazette and plan with their administrative departments to remain within the quota for foreign workers.
