State Department Final Rule Imposing New Fee to Register for Diversity Visa Lottery
September 15, 2025

An advance copy of a State Department rule to establish a $1 fee to register for the Diversity Visa lottery green card program is now available. As previously reported, this rule was part of the administration’s new regulatory agenda and is designed to offset the costs for managing the Diversity Visa program by requiring all registrants to submit this new fee in order to register.
The final rule is slated for publication in tomorrow’s Federal Register, and will take effect upon publication.
