Carla is an Associate at Fragomen’s San Francisco office, where she specializes in employment-based immigration matters. Her practice focuses on high-skilled visa categories, including National Interest Waivers (NIW), EB-1 petitions for individuals of Extraordinary Ability and Outstanding Researchers and O-1 visas for individuals with extraordinary achievements in the sciences, arts, education, business or athletics. Drawing on her experience in both legal strategy and technical documentation, Carla guides clients through complex petition processes with clarity, ensuring that each case is tailored to highlight the unique qualifications and impact of the beneficiary.

With more than a decade of experience in immigration and nationality law, Carla has built a distinguished career advocating for both individuals and organizations. Her experience encompasses both family-based and employment-based immigration matters, where she has successfully represented a broad range of clients in H-1B, L-1, TN and E-3 nonimmigrant visas, as well as EB-1 and EB-2 immigrant visa processes.

She has also gained valuable legal experience through internships with the Lane County Circuit Court and the Immigrant Legal Resource Center. During law school, she served on the Managing Board of the Oregon Review of International Law and held a leadership role on the Executive Board of the Asian Pacific American Law Student Association.

Carla’s commitment to public service was shaped by her experience working in the office of retired Congressman George Miller, who represented California’s 7th District in Contra Costa County, where she developed a lasting dedication to community advocacy and policy engagement.

She is also actively involved in pro-bono efforts, including Naturalization Clinics
