Cate is Counsel at Fragomen’s Phoenix office. Since joining the firm in 2015, she has represented a wide array of clients, from small technology firms to multinational semiconductor companies. Cate’s practice is exclusively focused on U.S. immigration and nationality law, providing counsel on all aspects of corporate immigration with a special emphasis on short-term mobility matters including L-1 transfers. She serves as a strategic business partner to her corporate clients, advising them on the ever-changing U.S. immigration landscape and helping them to tailor their corporate programs accordingly.

Cate focuses on fast-paced mobility solutions for large and medium-sized multinational corporations seeking to expand their U.S. workforce, particularly through corporate L-1 movement. She regularly collaborates with U.S. consulates around the world to facilitate efficient, streamlined and effective case processing, and she brings high value to her clients by combining complex strategy with a broad global reach. Through her work, Cate designs and implements scalable immigration programs that align with business growth objectives and strengthen compliance infrastructure.

Her current practice also includes significant experience in nonimmigrant visa matters with a special emphasis on J-1 program coordination. She serves as an Alternate Responsible Officer (ARO) for three corporate J-1 programs: Trainee, Research Scholar and Specialist.  In this work she ensures thousands of Exchange Visitors’ programs run smoothly, efficiently and in full compliance with U.S. Department of State requirements.

Cate has previously served as pro bono counsel on Special Immigrant Juvenile matters in partnership with Arizona State University. She also volunteers with several nonprofit groups assisting with Temporary Protected Status, U Visas and Citizenship/Naturalization applications and filings.
