Cate is a Senior Associate at Fragomen’s Phoenix office. Since joining the firm in 2015, she has represented a wide array of clients, from small technology firms to multinational semi-conductor companies. Cate’s practice is exclusively focused on U.S. immigration and nationality law, providing counsel on all aspects of corporate immigration with a special emphasis on short-term mobility matters. She serves as a strategic business partner to her corporate clients, advising them on the ever-changing U.S. immigration landscape and helping them to tailor their corporate programs accordingly.
Cate’s current practice focuses primarily on nonimmigrant visa matters with a special emphasis on J-1 program coordination. In this capacity, she serves as an Alternate Responsible Officer (ARO) over four corporate J-1 programs: Intern, Trainee, Research Scholar and Specialist. Through this work, she ensures that hundreds of J-1 Exchange Visitors’ exchange programs run smoothly and efficiently, maximizing the international cultural exchange elements of the program as required by the U.S. Department of State Bureau of Educational and Cultural Affairs.
Cate previously served as pro bono counsel on Special Immigrant Juvenile matters in partnership with Arizona State University. She volunteers with several non-profit groups assisting with Temporary Protected Status, U Visas, and Citizenship/Naturalization applications and filings.

Experience
Coordinated the planning and execution of obtaining more than 1,200 J-1/J-2 visas over a less than two-year period notwithstanding COVID-19 travel bans, restricted consular staffing capabilities and more.
Represented clients before U.S. Citizenship and Immigration Services (USCIS) in complex Adjustment of Status (AOS) interviews at a variety of field offices in the Western U.S.
