Cindy aspires to place the full knowledge, experience and array of services Fragomen offers at the disposal of her clients, which range from large, high-technology, Fortune 100 corporations to start-up businesses and entrepreneurs.

As a partner in the firm’s Silicon Valley office, Cindy helps major technology companies manage the volatility of the current marketplace. Her efforts include long-term strategies to reduce the expense of her clients' immigration programs without negatively impacting the job satisfaction of their immigrant workforce, alongside short-term responses to the often-extreme shifts in policy brought about by changing administrations and regulatory regimes.

Cindy’s clients value her technological acumen, which allows her and her team to outpace changes roiling the tech sector. By leveraging data analytics, she builds strategic partnerships with her clients that help them anticipate and prepare for trends, like the pace of government approvals, rather than merely react to them.

She boasts decades of experience integrating Fragomen’s powerful technology platforms with her clients’ native data and homegrown systems, creating streamlined processes that elevate employee satisfaction and reduce program expenses and approval times. Cindy places client feedback—from raw program data to personal communication—squarely at the center of the systems she designs for clients, allowing for continuous management and adjustment of program features.

Above and beyond technology, Cindy strives to integrate Fragomen’s presence within each client’s cultural landscape. She pays special attention to adapting program communications to the style and delivery expected by the client’s workforce, increasing the effectiveness of messaging and program adoption. She positions her team to be responsive to employee queries and challenges, managing difficult interactions on behalf of her client and freeing their time and energy for other endeavors.

Cindy is the head of the Silicon Valley office’s China Business Practice, through which she advises China-based companies on complex immigration issues.

Cindy speaks English and Mandarin Chinese.
