David helps major players in the telecommunications, commercial construction, software development and chip design sectors deploy mission-critical talent quickly, safely and strategically.
Over his 25-year career, David has developed particularly deep experience in the Permanent Labor Certification (PERM) process and the EB-1 Priority Worker categories. Clients value his ability to distill the complexities of the processâassessing worker profiles, developing job requirements, creating employment listings and crafting narratives that can maximize success.
He works closely with managers and recruiters, thoroughly breaking down the process so clients can understand and adapt to PERMâs complex and often counterintuitive demands. This experience also informs a range of creative approaches to the process and to options outside itâincluding, for example, the development of successful applications for EB-2 national interest waivers.

David is fully-versed in the PERM Labor Certification program. Over the past decade, he has assisted U.S. employers in developing cohesive presentations and seminars for companies to comply with the governmentâs labor certification program. In addition, he has also been involved in numerous management assessments for immigration mobility programs, visa considerations issues affecting international business travelers, DOL labor certification audits, and immigration related due diligence considerations during corporate mergers, downsizings and acquisitions.
