David helps major players in the telecommunications, commercial construction, software development and chip design sectors deploy mission-critical talent quickly, safely and strategically.

Over his 25-year career, David has developed particularly deep experience in the Permanent Labor Certification (PERM) process and the EB-1 Priority Worker categories. Clients value his ability to distill the complexities of the process—assessing worker profiles, developing job requirements, creating employment listings and crafting narratives that can maximize success.

He works closely with managers and recruiters, thoroughly breaking down the process so clients can understand and adapt to PERM’s complex and often counterintuitive demands. This experience also informs a range of creative approaches to the process and to options outside it—including, for example, the development of successful applications for EB-2 national interest waivers.

David’s dedication to the discipline of immigration law grew from his experience as a refugee and an abiding desire to help foreign nationals navigate the immigration process as successfully and comfortably as possible. This motivation translates into fierce advocacy for his clients and their employees—he searches tirelessly for every advantage he can secure for them, a persistence that his clients prize.

David’s clients frequently invite him to present seminars and lectures for their human resources groups, managers and employees.

David speaks English and Vietnamese.

Experience

David is fully-versed in the PERM Labor Certification program. Over the past decade, he has assisted U.S. employers in developing cohesive presentations and seminars for companies to comply with the government’s labor certification program. In addition, he has also been involved in numerous management assessments for immigration mobility programs, visa considerations issues affecting international business travelers, DOL labor certification audits, and immigration related due diligence considerations during corporate mergers, downsizings and acquisitions.
