Diego is a Client Services Manager splitting his time between Fragomen's Dallas and Houston offices, where he provides advice to clients’ offshore workers, vessel and rig operators and commissions, engineers and technical personnel.
Diego is an active member of and contributor to the Fragomen Energy Maritime Engineering & Construction (EMEC) Practice Group, through which he advises on complex aspects of international transfers onshore and offshore, including multinational assignments, exploration, drilling and docking vessels.
In addition, Diego works closely with clients on the application of the International Labor Conventions for Seafarers with immigration law in several jurisdictions.
Diego began his career as an Advisor with the firm in 2004 where he managed the inception and development of the Latin American Regional Coordination Center. In 2011, Diego rejoined the firm after working as a Global Migration Manager at another immigration law firm.
Diego also manages content issues such as legal opinions and legislative analysis in the Latin American and Caribbean Region, as well as immigration programs for the sports and entertainment industries.
He is a frequent speaker on topics relating to corporate immigration for international companies and investors in Brazil, Argentina, Mexico and other Latin American destinations.
Diego speaks English and Spanish.

Experience
Accompanied the Salvadoran Delegation for the Application of Revision of the Judgment of 11 September 1992, before the International Court of Justice in The Hague, Netherlands, where he addressed nationality and immigration concerns for individuals in the disputed Honduran areas.
Served with the prosecution team for the case of Slobodan Milosevic and Milan Martic in the International Criminal Tribunal for the former Yugoslavia, United Nations.
Wrote memoranda for the Special Court of Sierra Leone for the Charles Taylor case.
Served four years in the Supreme Court of Justice of El Salvador resolving criminal matters.
