Eduardo is an Associate at Fragomen’s San Francisco office, where he advises corporate clients on strategic global mobility solutions tailored to their workforce needs. He has extensive experience preparing EB-5, EB-1 and National Interest Waiver (NIW) permanent residency petitions, as well as L-1 Blanket and O-1 nonimmigrant visa petitions.

Eduardo guides clients through all phases of case management—from initial strategy and petition preparation to responding to Requests for Evidence (RFEs), Notice of Intent to Revoke (NOIRs) and filing Motions to Reopen and Motions to Reconsider. His experience spans a wide range of visa categories, including H-1B, TN, L-1, EB-5, EB-1, NIW and O-1, among others.

In addition to his employment-based immigration practice, Eduardo has significant experience in the EB-5 Immigrant Investor Program and global citizenship and residency by investment. He helps clients obtain permanent residency in the U.S. and other jurisdictions by offering strategic, investment-focused guidance. Eduardo leverages strong relationships with EB-5 stakeholders and provides clients with customized strategies to ensure timely and successful outcomes.

He has represented clients across a broad spectrum of industries, including leading companies in the technology, financial services and engineering sectors.
